In Search Of... Taco Bell Baja Sauce, homemade

Recipe for Taco Bell Baja Sauce

1/4 red bell peppers, seeded and coarsely chopped
1 large jalapeno, chopped in half
2 tablespoons diced Spanish onions
1 cup mayonnaise
1 tablespoon vinegar
1/4 teaspoon cracked black pepper
1 dash garlic powder
1 dash cumin

1. Using a food processor, puree peppers and onion.
2. Mix 1 cup mayonnaise and 4 teaspoons of the vegetable puree in a medium bowl.
3. Add remaining ingredients and mix well.
4. Chill for several hours to let flavors develop.
Hmmm... why doesn't this sound quite right?
3 tablespoons butter
3 tablespoons flour
1 cup milk
4 ounces shredded monterey jack pepper cheese

Melt butter in a sauce pan.
With a whisk, mix in flour and allow to cook for about 1 minute.
Slowly whisk in milk.
Cook for 1 minute.
Add cheese, keep whisking until cheese melts.
OK, that makes sense, but again, does it cover all the flavour bases?
And, y'know, for homemade? MUST add garlic. Foodies, what seems like might be missing?

It has been so long since I have been able to get anything with Baja sauce on it I am not sure what is missing.

Garlic powder = corporate shortcut. I would try it once, and then probably have it with real garlic.
