P.S. Awwwww. I met Angel, a 10-month old Aussie, who was so sweet -- they'd have a lovely time playing. She lives with sit_good_dog's daughter's best (girl)friend.
Angel, alas, is all the way over to Portland, and quite out of reach of my scritches. I got to be her trick-or-treat chaperone, though. I told people she was trickortreating for pats, but she got one biccie and two Greenies as well. Her costume was, unsurprisingly, angel wings. :D
Well, the placenta is greenish from all the blood vessels in it, but I've never known the colour to rub off. If dogs are anything like humans, there may have been meconium (the first baby poop, that has a dark green colour and tar-like consistency) in the amniotic fluid when the membranes ruptured, which stained the puppies fur. None of the other pups got it, so my guess is that he was the last one out, and was in a bit of distress. He literally shit himself and got all dirty. Poor thing. It will fade though.
The only thing I seem to recall is that the placenta is permeable to bilirubin, but not biliverdin. Red pigment gets in, green does not. It goes on the dog instead.

P.S. Tegan misses Auntie Corgi.

And yeah, the green'll drop out as he sheds; such a shame, really.
