Yesterday I saw someone claim he was Scottish. Go figure.

Nope. Welsh. Maewyn Sokket (sp?). Kidnapped by pirates (probably Irish, as he was sold to more Irish.)
I don't believe St Cloumba had arrived in Caledonia by the time Maewyn was born (early 400's -475)
Now, I think he may have been Northern Welsh or possibly Briton. (Like there's a heckuva diff at this remove)

I did read in today's LATimes that he was 'born in England'. ??

Well, born in what is NOW England, which fits with him being a northern Briton.
